Georgia families will not subsidize this project. OpenAI will pay the full cost of the infrastructure and electric-service costs required to serve it. Under Georgia Public Service Commission rules, those costs cannot be passed on to existing ratepayers.
This project will be one of the first data centers designed to proactively reduce its power consumption before residential customers are impacted during periods of high demand, and so we can meaningfully support the reliability of Georgia Power’s electric system and support our neighbors.
Project Camellia will use a closed-loop system that recirculates water, similar to a car radiator, rather than continuously withdrawing and discharging large additional volumes. Once fully built, ongoing water use is expected to be comparable to other workplaces with a similar number of employees and will primarily support ordinary workplace needs such as sinks, restrooms, kitchens, sanitation, and maintenance. The system’s initial water supply will be sourced in a way designed not to affect community water needs.
OpenAI will provide $80 million for a community fund shaped by local priorities and make up to $71 million in Codex credits available to Georgia college, community college, and technical school students. Codex is OpenAI’s agentic coding tool, available within ChatGPT, that helps people build software and complete technical projects. The project is also expected to generate hundreds of millions of dollars in state and local tax revenue, create thousands of construction and permanent on-site jobs, and prioritize local contractors and businesses.
To help ensure the project meets these commitments, an annual publicly available audit by an independent firm will be conducted and released.
